Bavarian program promotes 10,000 homes

With the 10,000 houses program Bayern promotes the energy efficiency of buildings and, above all replacing old boilers. Munich also supports the installation of photovoltaic systems and at least in one part of the program also the installation of heat pumps.

Efficient Buildings get more funding

Basic prerequisite for promoting the program part energy systems house, however, is that the building reaches in the restoration of at least KfW Efficiency House standard in new buildings at least 115 and KfW Efficiency House standard 55th Basically, however, the higher the efficiency standard is, there are the more money from Munich. So get homeowners who bring their building to such a high standard that they need only a maximum of 80 kilowatt hours of heat energy per square meter per year, an energy efficiency bonus of 3,000 euros. Increases energy efficiency so that consumption falls to a maximum of 50 kilowatt hours per square meter per year, there are 6,000 euro bonus. For a requirement of a maximum of 30 kilowatt hours per square meter and year the homeowner receives 9,000 euros efficiency bonus. In the new building there for the same energy efficiency nevertheless still 4,500 euros efficiency bonus, since the requirements for new buildings are already higher than in existing buildings. Plant his building so that he needs the client only 15 kilowatt hours per square meter per year, he will get 9,000 euros efficiency bonus.

As of August there is more financial backing from the state for energy-efficient renovation.

In the credit variation increases from 1 August, the maximum loan amount for renovations to a "KfW Efficiency House" - this is a house with a minimum energy standard - at 100,000 euros. Thus the discount rate (currently 0.75 percent per year) can now be funded € 25,000 more. Depending on the achieved energy standard part of the loan does not have to be repaid. This so-called redemption grant, which is currently up to 22.5 per cent will be raised to up to 27.5 percent of the loan amount.

Another new feature is that a repayment bonus of 7.5 percent of the loan will be granted for individual energy efficiency measures, as long as they are financed by a KfW loan. So homeowners are encouraged to initiate the energetic progress in their own home, even if the funds for a complete renovation is not sufficient. The experience of the past years have shown that many owners prefer to gradually renovate and extend the cost so for several years.

Even when the investment grant conditions are more attractive. It is aimed at investors who take no KfW loan. In this case, the state takes a dynamic renewal of single or two-family houses now uniquely up to 30 percent of the investment costs - that are 5 percent more than in the past. Per unit also the maximum grant of 18,750 Euro rises to 30,000 euros now.

Funding for refurbishment recently building.

In addition, the KfW program "Energy-efficient Refurbishment" can now be taken even for younger buildings to complete. So far it was directed at older houses date was January 1, 1995. Now even comparatively recent houses can be retrofitted for energy generation. Eligible are all residential buildings, asked for before 1 February 2002, the building permit or the Bauanzeige was refunded.

Each energy-efficient renovation should start with expert advice and also be monitored during construction by an expert. Who appoints a specialist with these tasks, it may apply for an additional grant. It is up to 4,000 euros.

"Energy-efficient Construction" planned program changes for April 1, 2016

Adapt to the stringent requirements of the 2016 Energy Saving Ordinance
Currently there are the promotional loans for three energy standards. The KfW Efficiency House 70 and KfW-efficiency and passive houses 55 and 40. The KfW Efficiency House 70 has for years been the rage among the new buildings financed by KfW. In 2014 76% applied for a grant for the construction of a KfW Efficiency House 70. Up to 50,000, - Euro in construction costs can currently be funded at 0.85% through the KfW Bank. The loan must be applied for via your bank.

Efficiency House 70 out - Efficiency House 40 plus pure
Whoever submits his application for funding from 1 April 2016 must be prepared for changes. The builders program "Energy-efficient Construction" is reorganized. What does that mean for their own construction site? The bad news: The popular KfW Efficiency House 70 flying out of the program. Responsible for this: From 1 January 2016 enters a 25 percent worsening of by energy saving regulations (EnEV) permissible primary energy demand for new buildings in force. Thus the bar is set higher for all builders. The EnEV new building standard is lowered from the start by 25%. The KfW Efficiency House 70 is no longer good enough for the effectiveness of promotion. A new funding standard moves up for it - or better still puts up a gear up. The KfW Efficiency House 40 Plus comes with the highest demands on the launch, which dwarf even the demanding efficiency and passive houses 55 and 40.

Anyone wanting to use the new funding in the future, so it must soon more energy efficient building. Energy-efficient, however, is not only more expensive to build. Because the energy saved and their costs, can be permanently saved after moving. And also in promoting the KfW will rectify tidy.

The changes at a glance:
The funding loan amount is to be increased from 50,000 to 100,000 euros per housing unit.
A 20-year fixed interest rate to be introduced.
For the KfW Efficiency House 55 a simplified means of compliance to be introduced.
Expiry of the promotional standards KfW Efficiency House 70th
Introduction of new funding standards KfW Efficiency House Plus 40.
A safeguard clause should be introduced as an eligibility condition: the acquisition of new buildings will be encouraged when the purchase agreement provides for a liability of the seller for the planned KfW Efficiency House Standard.
From 1 April 2016 the required energy specialist planning and construction supervision for new buildings by an expert in the program "Energy-efficient construction and renovation - construction supervision" (431) are promoted.

Since January, the new measurement and calibration Act (Messeg) applies. So the owners of buildings are first required to report all newly installed energy meters for electricity, heat and water to the Bureau of Standards.

Become meter read, the calibration period is exceeded, the consumption values may not be used for billing. This is particularly relevant in the housing industry.

However, future eliminates the initial verification by the competent authority. The new meter, however, be reported to the Bureau of Standards within six weeks after installation. Responsibility lies with the owners of the property, which uses the meter for billing to tenants.
