Program
"energy discussions in the SME sector" will continue
until the end of 2019
That
in 2015 the Federal Office of Economics and Export
Control (BAFA) successfully launched grant scheme for
energy discussions in the middle class will continue
until the end of the year of 2019.
With the continuation of the funding, the number of conducted energy advice to small and medium enterprises (SMEs) can be further increased and thus existing energy savings to be lifted. In order to increase the implementation rate of identified energy efficiency measures, a monitoring of the implementation of measures by the energy advisor is encouraged.
For companies with annual energy costs of a maximum of 10,000 euros, the grant of EUR 800 will be increased to up to 1,200 euros.
Companies with annual energy costs over 10,000 euros will continue to receive a maximum of 8,000 euros maximum grant. This is including any undrawn implementation consulting.
The subsidy rate of 80% of the eligible consultancy costs will remain in both areas.

The Federal Government adopted an electricity
market law for
a "current market 2.0".
The law also regulates the obligation for the
installation and
technical minimum standards
for smart
meters. From
2017 to
receive large-scale
consumers with an annual
consumption over
10,000 kWh smart
meters. The
use in private
households followed from
2020 with
a mandatory installation of smart
meters from 6,000 kWh and an
optional installation below 6,000 kWh annual
consumption.

The Federal
Cabinet has today given the green
light for more underground
cables, thus setting the "key
points for a successful
implementation of the
energy transition" from. 1

the new electricity
highways (so-called.

lines) are
built primarily underground
cables instead
of overhead
lines.

Starting today, the KfW
Bankengruppe and the
energy-efficient construction of municipal and social non-residential buildings promotes the first
time.

Bavarian
program promotes 10,000 homes
With
the 10,000 houses program Bayern promotes the energy
efficiency of buildings and, above all replacing old
boilers. Munich
also supports the installation of photovoltaic
systems and at least in one part of the program also
the installation of heat pumps.
Efficient
Buildings get more funding
Basic
prerequisite for promoting the program part energy
systems house, however, is that the building reaches
in the restoration of at least KfW Efficiency House
standard in new buildings at least 115 and KfW
Efficiency House standard 55th Basically,
however, the higher the efficiency standard is, there
are the more money from Munich. So
get homeowners who bring their building to such a
high standard that they need only a maximum of 80
kilowatt hours of heat energy per square meter per
year, an energy efficiency bonus of 3,000
euros. Increases
energy efficiency so that consumption falls to a
maximum of 50 kilowatt hours per square meter per
year, there are 6,000 euro
bonus. For
a requirement of a maximum of 30 kilowatt hours per
square meter and year the homeowner receives 9,000
euros efficiency bonus. In
the new building there for the same energy efficiency
nevertheless still 4,500 euros efficiency bonus,
since the requirements for new buildings are already
higher than in existing
buildings. Plant
his building so that he needs the client only 15
kilowatt hours per square meter per year, he will get
9,000 euros efficiency bonus.

As
of August there is more financial backing from the
state for energy-efficient
renovation.
In
the credit variation increases from 1 August, the
maximum loan amount for renovations to a "KfW
Efficiency House" - this is a house with a minimum
energy standard - at 100,000
euros. Thus
the discount rate (currently 0.75 percent per year)
can now be funded € 25,000
more. Depending
on the achieved energy standard part of the loan does
not have to be repaid. This
so-called redemption grant, which is currently up to
22.5 per cent will be raised to up to 27.5 percent of
the loan amount.
Another
new feature is that a repayment bonus of 7.5 percent
of the loan will be granted for individual energy
efficiency measures, as long as they are financed by
a KfW loan. So
homeowners are encouraged to initiate the energetic
progress in their own home, even if the funds for a
complete renovation is not
sufficient. The
experience of the past years have shown that many
owners prefer to gradually renovate and extend the
cost so for several years.
Even
when the investment grant conditions are more
attractive. It
is aimed at investors who take no KfW
loan. In
this case, the state takes a dynamic renewal of
single or two-family houses now uniquely up to 30
percent of the investment costs - that are 5 percent
more than in the past. Per
unit also the maximum grant of 18,750 Euro rises to
30,000 euros now.
Funding
for refurbishment recently building.
In
addition, the KfW program "Energy-efficient
Refurbishment" can now be taken even for younger
buildings to complete. So
far it was directed at older houses date was January
1, 1995. Now even comparatively recent houses can be
retrofitted for energy
generation. Eligible
are all residential buildings, asked for before 1
February 2002, the building permit or the Bauanzeige
was refunded.
Each
energy-efficient renovation should start with expert
advice and also be monitored during construction by
an expert. Who
appoints a specialist with these tasks, it may apply
for an additional grant. It is up to 4,000
euros.

"Energy-efficient
Construction" planned program changes for April 1,
2016
Adapt to the stringent requirements of the 2016
Energy Saving
Ordinance
Currently
there are the promotional loans for three energy
standards. The
KfW Efficiency House 70 and KfW-efficiency and
passive houses 55 and 40. The KfW Efficiency House 70
has for years been the rage among the new buildings
financed by KfW. In
2014 76% applied for a grant for the construction of
a KfW Efficiency House 70. Up to 50,000, - Euro in
construction costs can currently be funded at 0.85%
through the KfW Bank. The
loan must be applied for via your
bank.
Efficiency
House 70 out - Efficiency House 40 plus
pure
Whoever
submits his application for funding from 1 April 2016
must be prepared for changes. The
builders program "Energy-efficient Construction" is
reorganized. What
does that mean for their own construction
site? The
bad news: The popular KfW Efficiency House 70 flying
out of the program. Responsible
for this: From 1 January 2016 enters a 25 percent
worsening of by energy saving regulations (EnEV)
permissible primary energy demand for new buildings
in force. Thus
the bar is set higher for all
builders. The
EnEV new building standard is lowered from the start
by 25%. The
KfW Efficiency House 70 is no longer good enough for
the effectiveness of promotion. A
new funding standard moves up for it - or better
still puts up a gear up. The
KfW Efficiency House 40 Plus comes with the highest
demands on the launch, which dwarf even the demanding
efficiency and passive houses 55 and 40.
Anyone
wanting to use the new funding in the future, so it
must soon more energy efficient
building. Energy-efficient,
however, is not only more expensive to
build. Because
the energy saved and their costs, can be permanently
saved after moving. And
also in promoting the KfW will rectify tidy.
The changes at a
glance:
The
funding loan amount is to be increased from 50,000 to
100,000 euros per housing
unit.
A
20-year fixed interest rate to be
introduced.
For
the KfW Efficiency House 55 a simplified means of
compliance to be
introduced.
Expiry
of the promotional standards KfW Efficiency House
70th
Introduction
of new funding standards KfW Efficiency House Plus
40.
A
safeguard clause should be introduced as an
eligibility condition: the acquisition of new
buildings will be encouraged when the purchase
agreement provides for a liability of the seller for
the planned KfW Efficiency House
Standard.
From
1 April 2016 the required energy specialist planning
and construction supervision for new buildings by an
expert in the program "Energy-efficient construction
and renovation - construction supervision" (431) are
promoted.

"Energy-efficient
Refurbishment" program change for August 1,
2015
Houses
built in 2001-1995 are also promoted from
August
To
date, all residential buildings are eligible,
provided for prior to 1 January 1995, the building
permit or the Bauanzeige was
refunded. That
will change with August 2015 and expanded the
eligible housing. Then
date shall be 1 February
2002.
Higher
loan amount for
Effizienzhaus
Up
to 50.000, - Euro per housing unit can be financed up
to the roof or the heating to low-interest 0.75% over
the KfW credit for individual measures of the
basement. Those
who take the whole house in the hand and refurbished
to house efficiency level, gets up to 75.000, - Euro
per apartment, from 1 August 2015 as much as 100,000,
- Euro. In
addition, a sizable repayment bonus is
granted.
Grant for
private home
owners
Private
house renovation can continue to choose between a
grant and loan funding. The
grant funding has the great advantage: It does not
have to be repaid, in contrast to
credit. The
requirements are the same as with a
credit. The
grant for a specific action is 10% of the
cost. That
is, 10% about a basement ceiling insulation, new
windows or new condensing boiler takes over the
state. Those
who invest at least EUR 3,000, may apply for
support. Up
to 5,000 euros the state gives to the individual
measure it. Who
redeveloped to house efficiency level, can expect 10%
to 25% subsidy.
Berlin, 05.05.2015
Since March 1, 2015, the on-site counseling is even more favorable: Instead of the previous 50 per cent 60 per cent of consultancy costs in future promoted; and the maximum grant of 400 Euro is rising for one and two family houses on 800 euros, for building from three residential units from 500 to 1,100 euros. For home owners' associations (WEG), there is also a one-time grant of up to 500 euros if the consultant introducing the energy consulting report at meetings of the route or advisory board meetings and discussed. In addition, building owners can choose the future, whether they wish to receive a restructuring plan for a KfW Efficiency House by the consultant or a road map for individual, gradually coordinated remedial measures. By the way: You do not have to apply for the grant itself. This makes your energy consultant for you. He is obliged to pass on the promotion to you with an appropriately discounted consulting services.

BAFA promotes consultancy costs for energy consultants to 60 percent
The Federal Office of Economics and Export Control (BAFA) doubled the contribution to the consultancy costs of an energy advisor on site at 60%. BAFA accepts a maximum of 800 € of the eligible consulting costs in one- and two-family homes and a maximum of € 1,100 for residential buildings with at least three units.
For this purpose, enter into force a new funding program of the ACFA on March 1, 2015. With higher subsidies to advise the previous funding to be doubled for homes and are excited modernization of housing, for which the planning application was submitted before 1 February 2002.
Thus also been excluded from the promotion building dating from 1995 are now included in the promotion. An added bonus get advice residential condominiums, with agreement on at basement, wall, roof or heating to be undertaken between all owners must be in the house. For additional consulting fees for explaining the energy consulting report in homeownership-assembly or council meeting BAFA again contributes up to 500 €.

Since January, the new measurement and calibration Act (Messeg) applies. So the owners of buildings are first required to report all newly installed energy meters for electricity, heat and water to the Bureau of Standards.
Become meter read, the calibration period is exceeded, the consumption values may not be used for billing. This is particularly relevant in the housing industry.
However, future eliminates the initial verification by the competent authority. The new meter, however, be reported to the Bureau of Standards within six weeks after installation. Responsibility lies with the owners of the property, which uses the meter for billing to tenants. If the counters are not reported or used with an expired meter calibration deadline for bills, to pay a fine of up to 50,000 euros. The reporting requirement has been active since the beginning of 2015. Also new second direction counter for photovoltaic systems are reported to the Bureau of Standards, as they serve the settlement of the feed-in tariff with the network operator.
The following calibration periods were identified: six years with cold water meter, five years for cold water and five years for heat meters. Electric meter with running wheel must be replaced every 16 years and recalibrated electronic counter every eight years. It is recommended to install only new meter that can be read by radio.

Promotion of mini-CHP systems now with higher subsidies
For the promotion of mini-CHP systems up to 20 kilowatts (kWe) improved funding conditions apply from 1 January 2015. The Federal Ministry for the Environment, Nature Conservation, and Nuclear Safety Construction (BMUB) has amended the funding. In the low power range support is raised, introduced bonus promotions for highly energy efficient mini-CHP systems and simplifies technical requirements. The new conditions apply for funding applications received by the Federal Office of Economics and Export Control (BAFA) received from 1 January 2015.
